In 1864 Sir Leonard Tilley, a Father of Confederation from New Brunswick, took the idea from Psalm 72. That psalm speaks of “dominion from sea to sea and from the river to the ends of the earth”. The phrase expressed the vision of a powerful, united country spanning a continent.
